Vice President JD Vance announced to the March for Life crowd Friday that the Trump administration is taking “historic” steps to ensure that U.S. taxpayer dollars will no longer support organizations abroad that perform or promote abortion. Speaking on the National Mall, Vance framed the move as part of a broader effort to build a global culture of life.

“This week, we are proud to announce a historic expansion of the Mexico City Policy,” Vance said. “We’re going to start blocking every international NGO that performs or promotes abortion abroad from receiving a dollar of U.S. money. With these additions, the rule will now cover every non-military foreign assistance that America sends. All in all, we have expanded the Mexico City policy about three times as big as it was before.”

Vance tied the decision to what he described as a moral responsibility to protect future generations. “We cannot be neutral. Our country cannot be indifferent about whether its next generations live or die,” he said. “You march today because you have an answer to what kind of civilization we are and what kind of civilization we will become.”

The vice president stressed that these efforts are part of a broader domestic and international agenda. Domestically, the administration has worked to restore conscience protections for health care workers, end taxpayer funding for abortion—including travel costs—and reinstate bans on fetal tissue research. Abroad, the administration has realigned foreign aid to prioritize family support and maternal health while ending the promotion of abortion and what it described as “radical gender ideology.”

Vance framed the policy expansion as an extension of the Trump administration’s commitment to the pro-life movement, saying it complements other initiatives such as the Dobbs decision and domestic programs designed to support families and children. “It’s why we rejoined the Geneva Consensus Declaration to promote maternal health and strong families all over the world,” he said. “It’s why we speak up when other nations throw pro-life and pro-family advocates in prison for silent prayer.”

The vice president concluded by emphasizing that the March for Life is more than a political demonstration, calling it a statement about the moral direction of the United States. “So long as you are out there marching for life, I hope you know that the vice president of the United States will march with you,” Vance said. “God bless you all.”

This expansion marks the most comprehensive application of the Mexico City Policy in U.S. history, extending its reach across all forms of non-military foreign assistance and tripling its coverage from prior levels.
