McGovern called attention to the bill’s restrictions on voter registration, emphasizing that it imposes unnecessary bureaucratic hurdles on citizens. “We are debating whether, in response to conspiracy theories cooked up by Donald Trump and MAGA Republicans, we’re going to require Americans to go down to their county clerk or drive to the registrar’s office and jump through hoops just to register to vote,” he said. He described the legislation as not addressing voter ID concerns—which he acknowledged are already illegal for non-citizens to violate—but as a deliberate attempt to suppress voter participation.

Highlighting the rushed nature of the legislation, McGovern noted that the bill did not go through the committee process and was modified to take effect immediately for upcoming elections. “This is about sowing chaos and confusion, because my friends on the other side know they’re probably going to lose the next election—and lose big,” he said.
“This is Jim Crow 2.0,” McGovern said, comparing the bill to historic laws used to suppress Black voters. “Republicans think when fewer Americans vote, they win. It’s as simple as that.” He urged lawmakers and the public to recognize the bill as an effort to protect partisan power rather than strengthen democracy.
McGovern’s remarks echoed warnings from Senate Democratic Leader Chuck Schumer, who called the SAVE Act “dead on arrival” in the upper chamber and accused it of imposing discriminatory, Jim Crow-style restrictions nationwide. Schumer and other Democrats have emphasized that the legislation could block millions of Americans from participating in elections, particularly targeting historically marginalized voters.

In his speech, McGovern concluded by urging resistance to the bill’s provisions. “Either change your policies or face the voters and deal with the consequences of your actions. Those are the only two options in a democracy,” he said, framing opposition to the SAVE Act as a defense of fundamental electoral rights.
