Ukrainian President Volodymyr Zelenskyy said recovery operations are underway across multiple regions after a large-scale Russian missile and drone attack that he said deliberately targeted energy infrastructure during the coldest days of winter.
According to Zelenskyy, Russian forces launched more than 70 missiles, including ballistic missiles, alongside roughly 450 attack drones in a coordinated strike that hit Sumy and Kharkiv regions, the Kyiv region and the capital, as well as Dnipro, Odesa, and Vinnytsia. He said at least nine people were injured in the attacks, which also damaged residential buildings and critical energy facilities.

In Kyiv, drone strikes sparked fires in high-rise apartment buildings and caused damage to a kindergarten. Zelenskyy said emergency and utility services were deployed immediately to affected areas wherever conditions allowed.
“Once again, there was a targeted attack specifically on energy facilities,” Zelenskyy said, describing the strikes as an effort to maximize civilian suffering during extreme winter conditions. He accused Russia of prioritizing terror over diplomacy, saying the timing of the assault underscored Moscow’s intent to escalate rather than negotiate.
The attack comes despite prior expectations that Russia would refrain from large-scale strikes on Ukraine’s energy infrastructure during severe cold, an understanding that Ukrainian officials and allies had said was discussed amid broader diplomatic efforts involving the United States and President Donald Trump. Zelenskyy’s remarks made clear that any such assurances failed to prevent the latest barrage.
“Taking advantage of the coldest days of winter to terrorize people is more important to Russia than turning to diplomacy,” Zelenskyy said. He renewed his call for increased international pressure on Moscow and faster delivery of air defense systems, stressing that protecting energy infrastructure and civilian life remains a top priority.
“Without pressure on Russia, there will be no end to this war,” he said, adding that Moscow is choosing “terror and escalation.”
Zelenskyy thanked Ukraine’s partners for continued support, saying timely military assistance, particularly air defense missiles, is critical to preventing further damage and sustaining normal life as winter conditions persist.
