Ukrainian President Volodymyr Zelenskyy provided a comprehensive update detailing diplomatic efforts, military operations, and energy recovery initiatives across the country.

In his statement, Zelenskyy highlighted ongoing trilateral discussions in the United Arab Emirates involving Ukrainian, American, and Russian delegations. He noted that such a meeting format has not occurred for an extended period and described the talks as focused on defining the parameters for ending the war in Ukraine. Zelenskyy emphasized that while Ukraine has clearly outlined its positions, a successful outcome requires a corresponding commitment from Russia.

“Our positions are clear. I’ve defined the framework for dialogue for our delegation, which remains in constant contact: Rustem Umerov, Kyrylo Budanov, Davyd Arakhamiia, and Sergiy Kyslytsya,” Zelenskyy wrote. He added that tomorrow, General Hnatov, Chief of the General Staff, and Defense Intelligence representative Skibitskyi will join the negotiations. The president cautioned that it is too early to draw conclusions from today’s discussions, stressing that the results will depend on how the talks develop.

Zelenskyy also addressed developments on the frontline, including updates from Defense Minister Oleksii Fedorov. He highlighted the significant technological advancements being deployed by Ukrainian forces and reported substantial Russian losses, estimating 35,000 casualties in December alone. The president stressed improvements in Air Force coordination and strike analysis and called for accelerated delivery of air defense systems, citing ongoing discussions regarding PAC-3 Patriot missiles.

The president further outlined his daily energy and emergency coordination efforts, noting that repair crews, emergency services, and energy companies are working around the clock to restore services in areas affected by the war. Zelenskyy identified particularly challenging conditions in Kyiv, Dnipro, Kryvyi Rih, Kharkiv, Zaporizhzhia, Sumy, Chernihiv, and Odesa. He expressed gratitude to the Ministry of Internal Affairs and other agencies for their ongoing efforts and confirmed that generator and equipment reserves are being allocated directly to affected cities, with Kyiv receiving the largest share.

To support emergency workers, Zelenskyy announced that the Ukrainian government will provide monthly bonuses of 20,000 hryvnias for January, February, and March 2026 to personnel involved in restoration and repair efforts. The initiative, coordinated with Prime Minister Yuliia Svyrydenko and the Minister of Energy, also includes support for small businesses to maintain operations during the crisis.

The president concluded his post by thanking international partners for ongoing support. He specifically mentioned energy aid packages from the European Union, Italy, Germany, Lithuania, the United Kingdom, Poland, Japan, and the United States, noting that additional assistance is on the way.
