Rep. Ilhan Omar Announces Progressive Democrats Will Oppose All ICE and DHS Funding Until Reforms Are Enacted

Rep. Ilhan Omar announced that the Congressional Progressive Caucus has formally adopted a position to oppose all federal funding for immigration enforcement in upcoming appropriation bills until significant reforms are enacted.

“And so today, I am glad to announce that the Congressional Progressive Caucus has adopted an official position to hold ICE accountable. Our caucus members will oppose all funding for immigration enforcement in any appropriation bills until meaningful reforms are enacted to end militarized policing practices,” Omar said.

The Congressional Progressive Caucus, a bloc of nearly 100 House Democrats, made the announcement against the backdrop of ongoing debates in Congress over federal spending and immigration policy. The stance comes at a time when lawmakers are negotiating annual appropriations bills, including funding for agencies such as Immigration and Customs Enforcement (ICE) and the Department of Homeland Security (DHS). 

At the press conference where Omar outlined the caucus’s position, she underscored that members will oppose funding for immigration enforcement in any appropriation bill until what she described as “meaningful reforms” are enacted. Those reforms, according to Omar and others in the caucus, are aimed at ending what they describe as militarized policing practices by federal immigration agents. 

ICE is a component of the Department of Homeland Security, and its budget is typically included in the DHS appropriations process. The Progressive Caucus’s announcement signals a potential point of contention as the House and Senate work on spending legislation that must be passed to prevent a government shutdown later this month. 

Rep. Omar’s announcement reflects broader concerns among some Democratic lawmakers regarding the conduct and oversight of ICE. The issue intensified recently after a fatal shooting involving an ICE agent in Minneapolis that drew criticism from Democrats and spurred calls for accountability and changes to immigration enforcement practices. 

In her remarks, Omar stated that the caucus’s position is grounded in a demand for greater transparency and accountability in immigration enforcement. She emphasized that withholding funding is intended to be leverage to secure reforms rather than an outright call for the agency’s elimination. 

The announcement from the Congressional Progressive Caucus comes at a moment when immigration and border security remain high-profile issues in national politics. Funding for ICE and DHS has historically drawn bipartisan support, but the push from progressives to tie appropriations to reforms represents a significant shift in the internal dynamics of Democratic policymaking.

As negotiations over spending continue in Congress, the stance articulated by Omar and the caucus may influence the broader debate over how the U.S. funds and oversees immigration enforcement in the coming weeks.
