The statement originated from U.S. Senator Marco Rubio (R-FL), a long-time critic of the Venezuelan government. In a post on the platform X (formerly Twitter), Senator Rubio made a definitive declaration about Maduro’s status. He stated that Maduro is “NOT the President of Venezuela and his regime is NOT the legitimate government.” Rubio further alleged that Maduro is “the head of the Cartel de Los Soles, a narco-terror organization which has taken possession of a country.”

The “Cartel de Los Soles” (Cartel of the Suns) is a term used by U.S. law enforcement and officials to describe high-ranking Venezuelan officials, particularly within the military, who are accused of facilitating and profiting from drug trafficking. The core allegation, as referenced by Rubio, is that under Maduro’s leadership, the Venezuelan state apparatus has been co-opted by this cartel, effectively turning the country into a narco-state. The U.S. Department of Justice has pursued several cases against Maduro and his inner circle. Most prominently, in March 2020, the U.S. government unsealed indictments against Maduro and more than a dozen other current and former Venezuelan officials. They are charged with “narco-terrorism,” corruption, and drug trafficking conspiracy, specifically for allegedly “flooding the United States with cocaine.”

The assertion that Maduro is not the legitimate president stems from the disputed 2018 presidential election, which was widely condemned by the United States, the European Union, and many Latin American nations as neither free nor fair. Following that election, the U.S. and approximately 60 other countries recognized opposition leader Juan Guaidó as the legitimate interim president of Venezuela.

While the practical international consensus on Guaidó has fractured in recent years, the United States maintains its position. The U.S. government does not recognize the Maduro regime as Venezuela’s legitimate government and continues to recognize the 2015 National Assembly, in which Guaidó served as president, as the last democratically elected institution.
