Witkoff, Kushner to Lead US Delegation in Paris Talks on Troop Deployments in Ukraine

President Donald Trump’s special envoy Steve Witkoff and his son-in-law Jared Kushner will represent the United States at talks on Ukraine in Paris this week, a White House official said on January 5, 2026.

US Participation in the Paris Discussions

A White House official announced on Monday that Steve Witkoff, serving as President Trump’s special envoy, and Jared Kushner, the president’s son-in-law, will travel to Paris to participate in the talks starting on Tuesday.

The discussions will involve representatives from roughly 30 countries in the Coalition of the Willing, a group focused on providing security guarantees for Ukraine in the event of a peace agreement.

Focus of the Talks

The meetings in Paris will center on finalizing details of security guarantees for Ukraine.

“We will talk over the final details” of those guarantees in Paris, Ukrainian President Volodymyr Zelensky said previously. He added that any resulting document would be ratified by the parliaments of the participating countries.

Key issues include whether participating states are willing to deploy troops inside Ukraine or nearby, as well as the mandate for any force responsible for overseeing a potential ceasefire.

Positions on Troop Deployment

Moscow has repeatedly stated that it will not accept NATO troops on Ukrainian soil, warning that they would be regarded as “legitimate targets” by the Kremlin.

On January 3, Zelensky emphasized that any credible security framework would require the physical deployment of foreign troops in Ukraine, noting that Moscow is unlikely to be deterred by promises alone.

Bilateral US-Ukraine Security Guarantees

Zelenskyy has stated that bilateral security guarantees between Ukraine and Washington are already “100% agreed.”

President Trump, however, described the agreement as “close to 95%.”
